Mr. Perkins reports that Mr. Williams, the Overseer (2nd. class) recently sent out from England, has had no experience in road maintenance, for which his services are required, and that he is useless to him. He is also incapable of working out simple

quantities correctly.

I recommend that, in accordance with clause 9 of his

agreement, he be paid one month's salary and given a free passage to England, provided he claims and avails himself of such passage

within one month!

Williams arrived in the Colony on the 9.3.13. He is

a willing young man and shows a desire to improve himself but lacks

capacity.
